     ORDER AND OPINION DISMISSING PETITION FOR ADMINISTRATIVE REVIEW

            
          On April 19, 1990, the above-named petitioner filed  a  Petition  for
     Administrative Review (PAR) against an order issued on April 13, 1990 , by 
     the Rent Administrator of the District Rent Administrator.          

          On June 7, 1990, the Commissioner, under Docket Number ED  630289-RT,
     issued an order  and  opinion  rejecting  the  Petition  for  among  other
     procedural defects, failing to submit written evidence of authorization to 
     file a PAR (2529.1(b)(2).

          The Petitioner was cautioned that a new  filing  was  required  which
     fully complied with all  the  requirements  for  a  proper  administrative
     appeal, and that failure to so refile would result in a dismissal  of  the
     proceeding.

          The Petitioner refiled its PAR on June 25, 1990, correcting  some  of
     the procedural defects for which the PAR was rejected, but again failed to 
     submit written evidence of authorization to file a PAR (2529.1)(b)(2).

          THEREFORE, in accordance with the provisions of Chapter 403, Laws  of
     1983, as  amended  by  Chapter  102,  Laws  of  1984,  as  implemented  by
     Operational Bulletin 84-1, it is

          ORDERED, that this Petition for Administrative  Review  be,  and  the
     same hereby is, dismissed.
