EXTENSION OF FILING DEADLINE FOR PARS AND FUEL COST
REPORTS DUE ON MAY 1, 1992


This Operational Bulletin is issued pursuant to Section 2109.8 of
the State Rent and Eviction Regulations (State Rent Regs);
Section 2209.8 of the City Rent and Eviction Regulations (City
Rent Regs); the Emergency Tenant Protection Regulations (TPR)
adopted under the Emergency Tenant Protection Act (ETPA), Section
10; and Section 2527.11 of the Rent Stabilization Code (RSC).

On May 1, 1992 the Division's Office of Rent Administration
("ORA") closed several of its borough rent offices before 5:15
PM., the normal closing time. In addition access was denied to
the public for entrance to Gertz Plaza. These early closings
probably prevented some persons from meeting the deadlines for
filing Petitions for Administrative Review ("PARs") or fuel cost
reports.

The timeliness of every PAR or fuel cost report that was
originally required to be filed no later than May 1, 1992 but was
not filed by May 1, 1992, will be determined as follows:

a)   If the PAR or fuel cost report is postmarked or was hand
     delivered on May 4, 1992, to be deemed timely filed it must
     be accompanied by an acceptable explanation relating to the
     closing of the borough rent offices.

b)   If an explanation does not accompany the filing, the filing
     party will be afforded an opportunity to supplement the
     filing with a statement as to the circumstances surrounding
     the late filing which will be evaluated as to whether good
     cause relating to the closing of ORA offices has been shown.

c)   No explanation will be required for a PAR or fuel cost
     report that is postmarked on Saturday, May 2, 1992.

d)   A PAR or a fuel cost report that was originally. due May 1,
     1992 and is hand-delivered or postmarked on or after May 5,
     1992 will be considered untimely filed.
