Item 1.         Roll Call was at 7:05 PM.

Item 2.         Closed Session.  Pursuant to Government Code Section 54957.6, in closed session
the Board decided unanimously to appoint as negotiators for a contract with
the Executive Director Commissioners Robert Migdal and Marsha Feinland
and Chief Counsel Marjorie Gelb with Chair Randy Silverman as
alternate. Item 3. Approval of the Agenda. M/S/C (Sorokin/Migdal). Passed 8-0-0-1;
Absent: Ahmad. Item 7. Announcements of Upcoming Committee Meetings. The Community Education
and Outreach Committee meets Friday, March 22,1996 at 4:45 PM.
The Eviction Committee meets Monday, March 25, 1996 at 5 PM. Item 8. Minutes of the March 4, 1996 regular meeting. Commissioner Feinland,
corrected Item 6, Announcements of Upcoming Committee Meetings, to include
the announcement that "The Budget/Personnel Committee meets Wednesday,
March 13, 1996 at 5:30 PM." M/S/C (Maldonado/Migdal) AS CORRECTED.

outreach services to authorize the Executive Director to complete

NOT FUND BCLC AND TAP. The following substitute motion was
made: M/S/C (Maldonado/Janowitz) TO ADOPT THE RESOLUTION WITH AN AMENDMENT
STATING THAT NOTHING IN THIS RESOLUTION SHALL BE CONSTRUED AS
BARRING A CONTRACTOR FROM PROVIDING ANSWERS TO GENERAL QUESTIONS POSED BY
MEMBERS OF THE PUBLIC, EXCEPT WHERE PROHIBITED BY PROFESSIONAL CONFLICT
OF INTEREST STANDARDS. A roll call vote of the substitute

establish self-labor rates for 1995 and 1996 and to clarify hourly rate

was taken. Yes: Migdal, Silverman, Maldonado, Feinland, Ahmad;
No: Scherer, Sorokin, Janowitz; Abstain: Williams; Absent: None.
Passed 5-3-1-0. Item 10.b.(4). First reading of proposed amendments to Regulation 1267, Capital Improvements.
M/S/C Silverman/Feinland)TO APPROVE IN A FIRST READING AS RECOMMENDED
BY THE IRA COMMITTEE WITH THE CONCEPTION THAT WHEN ANY OF THESE
ITEMS ARE DONE OVER, THAT THE FIRST INCREASE WILL BE SUBTRACTED
FROM THE SECOND. The following substitute motion was made:
M/S (Sorokin/Williams) TO APPROVE IN THE FIRST READING ADDING AN ITEM (D):
"COMPLETE OR SUBSTANIALLY COMPLETE REPAINTING OF THE EXTERIOR",
WITH THE UNDERSTANDING IN PRINCIPLE THAT WHEN ANY OF THESE ITEMS
ARE DONE OVER, THAT THE FIRST INCREASE WILL BE SUBTRACTED FROM
