Unapproved Minutes of the March 4, 1996 Meeting

Members Present:  Migdal, Scherer, Sorokin, Silverman, Maldonado, Feinland,
                  Ahmad, Janowitz
Members Absent:   Williams

Item 1. Roll Call was at  7:12 PM.  Chair Silverman began the meeting paying tribute
         to former Rent Board Commissioner Marianne Lawless.

Item 2. Approval of the Agenda. M/S/C (Maldonado/Feinland).

Item 3. Public Forum.There was one speaker.

Item 6. Announcements of Upcoming Committee Meetings. The Community Education and Outreach
        Committee meets Monday, March 11, 1996 at 4:30 PM.  The Eviction Committee meets
        Monday,March 25, 1996 at 5 PM.  The Individual Rent Adjustment Committee meets Monday,
        March 11, 1996 at 6 PM.

and 7.b.Minutes of the February 22, 1996 special meeting and Minutes of the
        February 22, 1996 regular meeting.M/S/C (Ahmad/Feinland). Passed 8-0-0-1;
        Absent: Williams.

Items 8.a.
and 8.b.Recommendation for administrative waiver of late registration penalties
        for fees paid within 30 days and Recommendations concerning requests for
        waiver of late registration penalties.  M/S/C (Ahmad/Scherer).  Passed 8-0-0-1;
        Absent: Williams.

Item 4.a.Appeal in L-2836/T-3077, 1625 Blake St.  (Continued to March 18, 1996)

Item 4.b.Appeal in L-2852, 1799 Spruce St.  M/S/C (Feinland/Janowitz) TO ADOPT LEGAL
        STAFF'S RECOMMENDATION.   A roll call vote was taken.  Yes: Migdal, Silverman,
        Maldonado, Feinland, Ahmad, Janowitz; No: Scherer, Sorokin;  Abstain: None.                       Absent: Williams  .  Passed 6-2-0-1.
