Criminal penalties.

Any landlord who is found by a court of competent jurisdiction to be guilty of a willful violation of this chapter shall be subject to up to a five hundred dollar fine and/or ninety days in jail for a first offense and up to a three thousand dollar fine and/or one year in jail for any subsequent offenses.
