SANTA MONICA RENT CONTROL BOARD REGULAR MEETING MINUTES COUNCIL CHAMBER, 1685 MAIN ST. November 2, 1995 1. CALL TO ORDER The Rent Control Board meeting was called to order at 7:30 p.m. by Commissioner Borrino followed by the pledge of allegiance. 2. APPROVAL OF THE MINUTES: October 26, 1995 Commissioner Abrescia, seconded by Commissioner Johnson, moved to adopt the minutes of October 26, 1995. The motion was unanimously passed in a roll call vote. 4. ANNOUNCEMENTS Administrator Yurkonis announced removal permit applications, 364R-CQ and 371R-DQ, had been continued to the November 9th meeting. 6. REQUESTS TO SPEAK The following persons addressed the Board on various issues: Joy Fullmer; J. L. Jacobson 7. CONSENT CALENDAR Commissioner Abrescia, seconded by Commissioner Niemann, moved to adopt staff recommendation on the cases below. The motion was unanimously passed in a roll call vote. 1) D-2992: 125 Pacific St. #3, Appellant - Lambert 2) I-1391F: 2803 Arizona Ave., Appellants - Rowe/Afar 8. JURISDICTIONAL ITEMS A. Earthquake 1) Q-0360: 928 10th St., Appellant - Rubin (LL) Staff presented a summary of the report and Commissioner Johnson, seconded by Commissioner Niemann, moved to adopt staff recommendation. The motion was passed in a roll call vote with Commissioner Borrino abstaining from the vote and Commissioner Goode voting "no." C. Removals 1) 367R-CQ and C: 811 11th St., Applicant - Coleman Following a summary of the report by staff and a discussion, Commissioner Johnson, seconded by Commissioner Abrescia, moved that the property is uninhabitable and economically infeasible to rehabilitate and to grant the removal permit. The motion was unanimously passed in a roll call vote. 10. ADMINISTRATIVE ITEMS A. Staff Report 1) National Disaster Protection Act, HR 1856 and SB 1043 Commissioner Johnson asked that the Board consider sending a letter to Senators Henry Waxman, Barbara Boxer and Dianne Feinstein requesting their endorsement of the National Disaster Protection Act and urged the public to write letters in support of the legislation. Commissioner Johnson, seconded by Commissioner Borrino, moved to have staff prepare a letter for the Board and send a copy to the City Council. The motion was unanimously passed in a roll call vote. At 8:05 p.m., Commissioner Johnson, seconded by Commissioner Borrino, moved to adjourn the meeting. The motion was unanimously passed in a voice vote.
