Hearings


The Hearings Division is responsible for hearing disputes and rendering d ecisions regarding the setting of rents and the provision and maintenance of housing services and for conducting mediations on housing issues.

Major Accomplishments FY 94-95:

Drafted and implemented legislation for professional expenses to be inclu ded in rent increase applications; Began revisions to and simplification of rent increase applications; Prepared internal guidelines on procedural and substantive issues; Drafted and implemented various legislative chan ges to expedite the rent decrease process; Redesigned and computerized fo rms and applications to conform with PC software programs; Developed and implemented new procedures to effectuate requirements of the McHugh case, i.e., immediate implementation of rent reductions; Compiled all decision s in rent increase applications involving Vega issues; Expanded mediation resulting in an increase in the number of rent decrease applications whi ch were resolved without having to go to hearings.
