In early June, right before the RGB was to vote on the upcoming Rent Guidelines that would affect over a million Rent Stabilized tenants, RGB Chairman Edward Hochman suppressed a report researched and written by his own staff that essentially states what every renter in NYC already knows: NYC rents are obscene and out-of-control. RGB tenant members Ken Rosenfeld and David Pagan then sued the RGB and a NYC Judge recently ordered it released. Although Hochman's memo states the report is now "open to the public," the RGB would not release it to us and we were forced to obtain it through other channels. Hochman has also released an updated report dated August 6 claiming it is the "official" report and the June 2 report is a "draft." But given that Hochman suppressed the June 2 report and was forced by a Judge to release it, and that it uses different data to arrive at more sobering conclusions, we wonder if Hochman's pro-landlord agenda isn't becoming a tad too obvious.

Note: Every year the staff of the New York City Rent Guidelines Board (RGB) produces a report which summarizes its research of various aspects of New York City Housing. The final book is generally not available until November of each year (see the 1994, 1995 and 1996 books on TenantNet). However, in order for the appointed board members to fulfill their responsibilities (determining rate changes for New York City rent stabilized apartments), the research by the staff of the RGB is made available in April, May and June of each year.
