RENT REGULATION IN NEW YORK CITY: A BRIEFING BOOK

HOUSING COURT, EVICTIONS AND HOMELESSNESS: THE COST AND BENEFITS
OF ESTABLISHING A RIGHT TO COUNSEL

This study argues that the cost of providing shelter to homeless
families is far above what it would cost to provide legal counsel
to all eligible tenants in housing court. The right to counsel
would keep people in their apartments and out of city shelters,
resulting in cost savings and a more humane housing policy.  Also
provides demographic information about litigants in housing
