In Manhattan, look up the deed at the Hall of Records, 31 Chambers St, which is part of the City Register Office. Here is that office for Brooklyn, call bet 9am-4pm:

Brooklyn (Kings County)
Kings County Municipal Building
210 Joralemon Street, Room 2
Brooklyn, NY 11201
(718) 802-3590


Also: the owner should be registered with HPD and, if stabilized, with DHCR but sometimes they only register the "manager", not the actual owner...
