DOI investigators said Mr. Schain, 46, of Brooklyn, had tampered with official records in 1995 and filed false records relating to his service on tenants of pre-eviction notices. The DOI also imposed a $50,000 fine on Mr. Schain, who reported a net income of $339,000 in 1998.

spellchecker: FAULTY.

dictionary: filing FALSE records is not equal to filing FAULTY records: the man did not deliver the notices but falsely said that he did. innocent people were harmed....
