Not really, its just the crappy way it is here! You can find listings in the paper that say no fee. These are landlords handling their own rentals. However these dissappear the minute they hit the paper and if you hold out for one of these plan on waiting for a long time, they also limit your options to what you may want in an apartment. The best way is finding a broker laying out what you want and have them do the leg work, that is what you are paying them for. What area are you interested in?
