Vacancy rules aren't in the annual increase notices from RGB: they're in the 1993 or 1997 state rules. It is something like 18-20% for 1-2 year lease plus xx% extra for each year the old tenant was there.

And they can add 1/40 each month for "improvements" done when apt is vacant: they lie a lot on this one.

Did you try the Rent Stabilized section (vacancy) or the DHCR (1/40) section?
