Jeez, don't give this guy advice if you don't know what you're talking about!
Hcan't evict this guy as a holdover! Not if he
is a rent stabilized tenant.
He is entitled to a renewal lease and can only
be evicted for just cause, even if the landlord hasn't given him a
lease. The landlord cannot withhold a lease because of nonpayment.
