I am currently doing a research paper on rent controls and rent stabilization in New York City. I have two questions that I would like to have answered. They are as follows:

1) What are the differences between rent control and rent stabilization?

2) Are rent controls currently increasing or decreasing?

I would appreciate it if anyone could answer these questions for me!
