This: "The Agency doesn't have any record of what the previous
stabilized price was." does not compute: if the LL was trying to get out of rent regulation, the apt was either previously controlled or stabilized.
Except perhaps if he purchased the bldg from NYC...

Call DHCR again: ask for a Rent History, they'll mail it to Occupant at your apt. Or go in person if you have the time.

Read your papers carefully: DHCR might be expecting you to file a response within a limited time. Better yet, take all DHCR papers and your lease and the Rent History to a Tenant Clinic: someone there can decipher them.
