The library at 80 Centre Street is excellent, but I don't believe that it has the RCNY. But you can read the RCNY just a few blocks south at the Municipal Reference Library on the ground floor of the Surrogate's Court Building on Chambers Street.

: The rules you're looking for might be contained in the multi-volumn Rules of the City of New York. Those and the NYC Administrative Code are available at some of the larger NY Public Libraries and at the public access law library. Every county in New York State has one. New York County (Manhattan) has a library at 80 Centre St, 4th fl, Rm 468. Each of the other boroughs has a library too.
