: canandaigua,ny no lease,6-8 apts, old building, Had thermostat set at 40 and heat was always on. Persuaded manager to have it looked at and electrician said it was not hooked up right. Still do not know if it is hooked up right . new thermostat does not have any numbers just low comfort zone and hi. Do i have any legal rights to find out about this? Obviously former and current tenants have been paying for electricity that they should not have had to. Who do i contact for help?
