I agree in general with this post. Definitely avoid the DHCR if you can do so.
However, in my personal experience and the experience of fellow tenants, there does seem to be an improvement in the amount of time it takes for the DHCR to process cases. For example, a fellow tenant got a ruling in his favor at the PAR level after only several months. I personally was surprised at the rapidity of the DHCR, in ruling (in my favor) on a reopened case that came before it last year.
I have tried without success to get a dialogue going on this subject in this board, by the way. Maybe some people here--people with actual DHCR experience--can chime in.
