Additional Security Deposit

I have a friend in living in the Manhattan Park Apts. on Roosevelt Island. He had some problems in paying his rent on
time because his pay comes in the middle of the month from out of the country. He has been informed that his lease
would not be renewed because of a history late payment. In order to secure the apartment, he had to pay an additional
three month security deposit totalling $11,000. Now the management is requesting an additional six month security $24,000 to
renew the lease in addition to what they are holding. Is this legal? It's an exorbitant amount of money and I feel he is being taken
advantage of because he is a foreigner working with one of the consulates here in NYC. He has paid back any outstanding
rent that is due and they started proceedings even though they still held a complete deposit. He went to court and
made arrangements for the outstanding rent which was paid but did not have the proper counsel regarding renewal
of the lease. What is his recourse at this point?
