I rented an apartment in Wisconsin, which I left in excellent condition. My landlord returned a portion of my security deposit within the 21 days required and attached a listing of deductions (no receipts). I disagreed with some of them and gave them my discrepancies in writing. Now, after the 21 days the landlord has agreed with my discrepancies, but has come up with additional deductions not originally listed totally the same amount of my discrepancies (imagine that!!). Is this legal? He now has stopped payment on the original check, which I stated I would not cash because I didn't agree with it. Can he now withhold the entire deposit??
