My friend who lives on the Upper East side in a rent-stabilized apartment with a written lease, has a landlord agency which has done a series of obnoxious and probably illegal things, although he does not want me to go into specifics until this is resolved. My question is where can he report this landlord? Is there an authority that can do an investigation so these jerks don't harrass other tennants in the future?
