Lease not offered

My lease is up for renewal on Oct. 1 (just in time for the new increases, yecch).
Just got a letter from the landlord saying he is going to offer me a lease, but he will give it to me AFTER the increases for Oct. 1 are determined by the RGB.
If he waits that long, he will be giving me the lease late, I believe.
If he does this, should I treat this as a late offer of a lease, or does the letter saying "I am giving you a lease" suffice?
