Rent reduction means filing an application with DHCR who will inform your landlord (the owner of shares to your apt, not the coop itself).
You can call Central Complaints 960-4800 to report non-functioning intercom. You should be able to do it anonymously but their bureaucracy might try to prevent this...
Practical suggestion: have your friends and delivery people call from their cellphones or from the corner phone.
