Interesting question. You should run a search through the excellent database of DHCR decisions here to see the kind of services that fall under the umbrella of "required service." While I doubt you'll see pay phones there, you'll see a bunch of others.c (I'm assuming your an NYC rent stabilized tenant)

Since you have an arguable case, and since your landlord could be hit with a rent rollback if you win, I suggest that you tell the landlord that if he pulls out the phone you will file for a rent reduction.
Faced with that possibility he would have to be a real jerk to pull it out because the poor doorman uses it.
