Landlord's Rights

I live in a suburb outside of Houston, Texas in an apartment. The maintenance at this complex is abominable -- it took them 5 months to replace a security light outside of my unit, 6 weeks to send in an exterminator to kill the termites who had overrun the place and actually bored holes through the walls, etc. (They told me they didn't have termites!!)

In an effort to get their attention to remedy some of these problems, I decided that in order to get their attention, I would pay the rent late (I know this is wrong) -- the manager called me yesterday and told me that they were going to come into my apartment and take all of my TV's, VCR's and computer until the rent was paid.

Can they do this? Is it legal?
