I live in a rent stabilized building in the East Village with two other people with a lease which started on 9/1/99, paying $2800/month. We recently received the rent history which indicated that the previous tenant was paying about $500. Since the building is stabilized, do we have the right to have the rent reduced and to a refund of any overpayment?
