illegal fee collection

I just found the following paragraph at http://www.tenant.net/Rights/CTRC/ctrcf105.txt

"It is also unlawful for a licensed broker to collect a fee if a
tenant has found an apartment independently, and then is sent to
a broker by the landlord or superintendent. Complaints about
improper brokerage fees may also be made to the New York
Department of State."

we are experiencing this right now: we live in a rent-stabilized apt. and are moving out (breaking lease, actually - moving out 1 1/2 mos. early). we have found someone on our own that wants to take the lease and the managing agent will not let them take over the lease (that is, the managing agent won't process their application). they say that the prospective tenant must go to the broker they use (gave me name and phone number) and must pay a fee to him in order to get the apt. and won't even guarantee that they can get the apartment! i know above that it says complain to the dept. of state but is there anything we can do right now to prevent this from even occurring???
