It is worth a call, after you use the technique suggested by another poster--about blowing the fuse, which is an excellent idea. You then have a basis for proceed.

You could also lodge a complaint with the local District Attorneys office or the cops, as long as you are able to demonstrate the super has tapped into your line.

I am not sure you have grounds to withhold rent.
