Strange clause in lease

My new lease has a clause in it that says air conditioners cannot be installed without the written permission of the landlord, and that the landlord is entitled to a rent increase if an air conditioner is installed.

Has anyone ever heard of such a clause? Is it enforceable? Utilities aren't included in the rent, so I don't know why he'd be entitled to any increase.
