New guidelines which take effect Fall 2000 = 4-6% plus the vacancy increase would be minimum of 24%. Shel's increase is 250/1050, or 23.81%.

Happy now? (lighten up!: it was a Q&D estimate)

And, BTW, are you suggesting that the RGB does NOT take into consideration the vacancy increase (which is now state law and out of their hands) when they set these rates?
