Is there any reason why the landlord locked you out of your apartment? Please call the police, now! It is illegal for your landlord to lock you out of your apartment. The fact that the building is rent stablized raises the question of how poorly have you been living in there.

Your landlord must renew your lease, and your landlord must present you with notices regarding the reasons for not renewing your lease. Your landlord must file papers with housing court to either collect unpaid rent or evict you. Only a court appointed marshall with documentation can evict you out of your apartment.

Seek help from a court lawyer, and if the landlord sends his lawyer to you don't beleive anything he says or sign any agreements to move.
