Required services are not necessarily listed on your rent history.
You guys should file a complaint with the DHCR alleging a building wide reduction in services. I think you have an excellent chance of getting that door unlocked. If the landlord fights, you will have a long battle on your hands, but if you win you will get a lot of retroactive money.
