NYCHA and Apartment Transfer Fee

I am a month-to-month NYCHA tenant. I recently moved into a larger apartment within the same development. However, in order to get reasonable accommodations for myself and my family, management demanded I pay an "Apartment Transfer Fee" of $100 or I would not be able to get the apartment.
They are unable to cite the law or regulation which allows them to charge this fee. I am on a very limited budget and find the fee to be unreasonable if not illegal. Has anyone else had this experience with NYCHA? Is this legal? Should that fee be returned to me? Any input will be greatly appreciated.
