Richard, you're on thin ice again. Not onlly are you wrong (as usual), but you do nothing to help the poster (which is why this forum exists).
To Roberta: do a search on Tenantnet for the pet law. There are a number of court cases covering the issue of a deceased pet, and the tenant getting a new one. I'm not up on the current caselaw on this, but there have been several cases. But caselaw deals with specific instances, not any requirement to sign a rider.
Do not sign the rider; ignore it. Just return your renewal lease as usual. If he doesn't sign the lease, your rent can't go up.
