Thanks for the replies--the RGB Apt. and Loft Order answers my question, since the vacancy increases line on the "Notice to First Tenant of an Apartment Deregulated after Vacancy" that was sent to me exactly equals 150% of the last( rent-controlled) rent, and 150% is what the RGB order says is allowable for decontrolled apartments after 30 September 1999.
