I had a similar (improper entry) problem -- New York City, rent stabilized -- and the legal advice I received at the time was that there was really no legal recourse that would have been of any value. Since it was a one-time thing and not a harrassment situation. So I wrote the landlord a polite letter asking him to desist. I also asked the super for his copy of my keys.
