The landlord is required to keep adequate lighting in the common areas 24 hours a day. I know a lot of small building owners do this to save money. It is illegal and should be reported to the Building Department. Ask them for an inspection to determine if the lighting in the hall way is adequate. When the landlord gets a violation he might do something about it. As far as the pot, tell the landlord and he can threaten the tenants and they may comply. If they don't it is very difficult to prove anything. Of course he can't search their apartment, and the police can't either. (Unless they smell it and have reasonable suspicion?????) I am not sure about this, but when you smell it call the police and ask them what you can do.

As far as the landlords comments about his having insurance, next time ask for his insurance companies name and make a claim, and also inform the insurance company of the hazard. They may cancel his policy.
