Building Main Entrance Door

I am trying to find out if NY Housing has a specific Law that applies to the requirments for the main building entrance (front door). Currently kids from the neighborhood kick our buildings front door in to gian illegal access. I was told by a lock-smith that the best remidy would be to reverse the door. This would mean that residents and guests would need to pull the door open instead of pushing it to gain access to the building.

My landloard says because the stoop area directly in front of the door is so short he is prohibited by NY Housing LAW to reverse the door. He also stated that if I can find the Law that says otherwise he will have the door reversed.

Is he right? If not what Law is there?
