I forgot to say that another partial solution is to cover the sound by using fans and earplugs. Fans and air cleaners make a sort of "white noise" which is surprising good at covering up softer noises like people talking and walking, plus it helps somewhat with loud stereos. A good set of earplugs, rated NRR 29 or 30, cuts most stereo noise (but of course there is a point at which the stereo is so loud that it cuts through everything). I realize that with two small children this doesn't solve all your problem, but post it for what it's worth.
