Probably yours. Especially since you stated none of the other doorbells in the building work, and that others in the building have installed their own.

Regarding the doorbell, its an easy thing to install yourself ... you can get a simple bell that attaches to the inside of the door with a thing that lets people turn and ring it from the outside for a few $, or, radio shack sells a remote control bell and push-button that you can stick anywhere for about $30. For this amount it probably would be easier to have it done with yourself instead of fighting it out with your landlord.
