There are plenty of unregulated apartments out there and more every day, unfortunately. So nothing's stopping you from trying to talk some nice landlord into renting you one at an affordable price. In the real world, landlords don't factor the costs of their regulated apartments into rents for unregulated apartments. They charge as much as they can get, period, and will kick you out at the end of the lease if you complain. That's why rent regulation is essential.
