I would like to know how big is her apartment and how much is she paying?

As far as the increases goes it will take some research on you behalf to determine if they were all legal. I must say waiting 16 years before you try to figure out what is going on is a bit...well slow.

And why isn't your mother signed up for SCRIE which could freeze her current rent? Does she make over 20,000.00 a year? (someone help me, does SCRIE apply to rent controlled as well?)
