No Hot Water

I have been living in an apartment in bayshore, Suffolk County for the last 3 years. The house is 114 years old and lacking in many areas. I have not had hot water since prioir to August 1st. Every time I call the landlord she gives the name of someone to call at her company. (She owms a boiler repair business) The problem is they repair commerial boilers and not residential ones. I guy was here yesterday at 12:00pm but by this morning the hot water was not existent agian. I have left a messagfe telling her I was going to call another boiler company to come fix it and deduct it from the rent. Can I do This? If not want can I do. This same pattern occured last winter with the heat. Unfortunately, I never reported the LL.

Help I am dirty aND SO ARE MY DISHES.
