It definetly sucks. If the sink is getting hot water and the shower isn't then most likely the shower faucet is the culprit. I suggest your friends contact a plumber have him take a look, get a bid, if it's within his means, have it fixed. And then simply deduct it from the rent and start paying rent again. I will tell you now, if your friend is witholding rent and the landlord seems unperturbed then more then likely something is up. Landlord may be planning to send a non-payment eviction notice or there is something else brewing, just because you aren't hearing from the landlord doesn't mean they won't eventually act. Sometimes it's those long quite periods that tell you the landlord is up to something. Don't let your friends get comfortable with the idea that they just won't pay rent any more, it will bite them in the butt.

Fix it themselves and deduct from rent, and start paying rent again. They can also apply for lack of service deduction of rent with DHCR if the plumber is to expensive.
