Thank your for your response. I have been thinking about your answers to my question. One of my thoughts is perhaps thereís something in the hot water causing it to eat the black rubber washers? I know when I turn the hot water on when I wait a few days the tub is filled with reddish brown water coming from the water faucet in my bathroom. Even with the hot water running all the time.
I know itís melted because I seen the first plumber replace it with a new one when I first moved in the apartment and he said it was melted. Then a second plumber came after that and showed me the stem and said it was melted from the excessive heat. When I looked at it was melted there was no more washer the black rubber was melted right into the medal of what was left which was nothing no washer at all.
My fire alarm was going off all the time until they put a brass value on the radiator, to stop the excessive steam coming out. And my cat was getting sick all the time just from the steam coming out of the value.

: Regardless of what kind of heater is being used, whether it is gas, oil etc. turning the hot water down is as simple as turning a dial on the system. If the dial isn't working then there are other major concerns that should be considered for everyones saftey. The other possibility is that the hot water mixing valve. Either way these are minor repairs at best. They should be relatively inexpensive to repair.
: At 200 degrees the water is not hot enough to destroy the neopreen washers in your faucet. Neoprene can take much hotter tempertures. It isn't likely that it would cause damage to the steel seats inside your faucet either. However it is likely the seats are bad and need to be changed, especially if changing the washers has not stopped the leaking.
: It interest me why these minor repairs have brought the two of you to negotiating the terms of purchase. But anyway, if you can purchase an apartment of any size at $100,000.00 in this market I wouldn't pass it up. I would be suspicious though.
