Certificate of Occupancy

When I reviewed the C of O of the premises that I have been paying rent on for the last two years I noticed that it indicated that "the following fire detection and extinguishing systems are required and were installed in compliance with applicable laws:

Standfire System---No
Yard Hydrant System--No
Standpipe Fire Telephone and Signaling Sytem--No
Smoke Detector--No
Fire Alarm and Signal System---No
Automatic Sprinkler System--No

I'm shocked that I do not even have one of these to protect me in the case of an emergency. Is the LL in fact breaching the warranty of habitability?? Can I ask for a rent abatement?? What are your thoughts??????
