This sounds like a case of a negligent pet owner looking for someone else to blame for her own mistakes, which led to the unfortunate death of her cat. These thing happen, there is nothing anyone can do to bring back the cat now, and hopefully this person has learned her lesson and will be more careful in the future. Starting a war with the LL will not bring back her cat.
