Don't sign anything, tell them to give you the balance of the deposit but you won't be signing anything. Keep the letter they sent you, if they refuse to pay the balance file in small claims court and use the letter as proof that they owe you the balance and they agreed to it. If they pay you the balance then take them to small claims court for the 248.00 that was witheld (the reason you don't sign anything).

Unless you don't think going to court and losing work is worth the 248.00. (Which is what the landlord is banking on.)
