If they do have the rights to your keys and you find them in your apt, for no reason other than to snoop around your apt and go through your personal effects... you CHANGE YOUR LOCKS and ask the landlord for a key to his apt.
so you can snoop around his... let the landlord take you to court and tell it to the Judge..... just keep changing your locks until a Judge gives you an ultimatum to either give up your keys or be evicted.... meanwhile the Judge will ask the landlord what the hell is he doing in your apt ???
